In 2021, the Philadelphia Area Consortium of Special Collections Libraries, Inc. (PACSCL) was invited to apply for a planning grant under the Publishing Historical Records in Collaborative Digital Editions program of the National Historical Publications & Records Commission (NHPRC). NHPRC administers National Archives grants programs that "support a wide range of projects to help people discover, access, and use historical records held by repositories across the United States of America."

PACSCL submitted Black Joy & Resilience in 2023.  The project was funded and began in February 2024.  The project will conclude in January 2026.
