The certificate congratulations "members" of the Joseph E. Hill School for supporting the war effort through the purchase of war bonds.

While the certificate is not dated, it is assumed that the war bonds were purchased at some time during World War II (1941 - 1945).

War bonds were a version of US Treasury Bonds which were issued in the United States between 1942 - 1945, during which time Americans invested around $150,000,000 in the war effort.

As noted in the article below from the Oklahoma Historical Society, employees could buy war bond through a payroll deduction plan while students could purchase stamps for 25 cents. Children could collect stamps in a booklet until they had enough to purchase a bond for $18.75.

According to the Philadelphia Architects and Buildings Survey, which sites the 1897 book The Public Schools of Philadelphia : Historical, Biographical, Statistical, the Joseph E. Hill Secondary School was a school for "colored" students in the Philadelphia public school system. It was located in the Germantown neighborhood on East Price Street.

While segregation in Pennsylvania public schools was ended through legislation in 1887, many municipalities created school districts based on the racial makeup of neighborhoods.

The Hill-Freedman World Academy notes that Joseph E. Hill (1855-1892) was an educator at the Institute for Colored Youth.
